According to the Merriam-Webster dictionary, the verb “enumerate” means to list a number of things.
In the context of government and constitutional law, the “enumerated powers” are the specific powers assigned to Congress, mostly found in Article 1, Section 8. The Constitution also assigned some specific powers to the president (see our 7 part course on the presidency) and to the Supreme Court.
The Constitution also creates implied powers and reserved powers.
