2.7 The twenty-second amendment adopted in 1947 limited each president to a maximum of two terms in office. This was done out of fear that a president could use their time in office to entrench themselves to the disadvantage of competitors or Congress itself. This fear was born in reaction to the election of Franklin D. Roosevelt to a fourth term in office (he died three months into his final term).
