Not all elections are the same. Even so, some principles should apply to every election. These include:
- a regular schedule of elections
- freedom to vote, campaign, and run for office without fear or violence
- freedom of speech
- freedom of assembly
- freedom to report on competitors’ proposals and performance
- fair media
- access to independent reporting
- transparent campaign financing
- accurate vote counting and reporting
- election officials are required to treat all sides fairly
- an effective electoral justice system to resolve disputes
