12. The framers were clear that the President was to be accountable to Congress. This was done in two ways: through an obligation to report on the state of the union to Congress, required by Article 2, Section 3, and through the threat of impeachment in the case of treason, bribery, or other high crimes and misdemeanors as set out in Article 2, Section 4: The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors.
