13. The phrase “all civil Officers of the United States” defines who is subject to the impeachment clause in the Constitution. It includes officials from the executive or judicial branches of the federal government in positions that have been authorized to exercise powers and authorities on behalf of the government. Almost all civil officers of the United States are appointed by the President and are subject to the approval of the Senate. Examples include federal justices, the Attorney-General, all department heads, and some agency heads. Officers from the Army and Navy are excluded. Members of Congress are subject to expulsion but, thus far, not to impeachment.
